Your Role …
The Senior Program Operations Manager for Cultural Exchange oversees the day-to-day operations administering the American Immigration Council exchange visitor programs and J-1 visa sponsor services. The senior manager is a part of a Cultural Exchange leadership team responsible for strategic direction and growth of exchange services, and development of new or refined policies and procedures.
The Senior Program Operations Manager is directly responsible for implementing policies and procedures among Cultural Exchange customer service staff. As a team supervisor, this role ensures excellent customer service for program participants, hosts, and their representatives. This position manages and monitors the Cultural Exchange budget, revenue projections, and related staffing needs.
As with all positions at the Council, this position requires commitment to the Council’s mission and the organization’s culture of philanthropy.
Essential Job Functions
Responsibilities include, but are not limited to:
- Responsible for overseeing and managing the day-to-day operations of the exchange visitor programs and J-1 sponsorship services.
- Exercise direct supervision over two Cultural Exchange Program Associates; provide leadership and prioritize workflow and assignments; and train direct reports on operational policies and procedures.
- Define standards and metrics for customer service, the application process and client outreach.
- Develop mechanisms and strategies for the efficient collection and safeguarding of timely case management information, quality control, and program integrity.
- Set annual departmental goals, staff professional goals, and engage in continual professional development activities.
- Collaborate with the Development Manager on overall program development and process improvement.
- Supervise the processing of J-1 visa sponsorship applications and maintenance of records and databases.
- Serve as a liaison to trainees, host employers, government agencies, and related stakeholders to ensure program guidelines understood and requirements are met.
- Collaborate with key stakeholders on outreach, marketing, and communication strategies specific to the Exchange team.
- Assist Managing Director of Operations with Cultural Exchange strategic planning and budgeting in alignment with organizational goals, as well as, with forecasting staffing and equipment needs.
- Serve as Responsible Officer (RO) for the American Immigration Council private sector exchange visitor programs.
- Ensure full compliance with federal and state regulations, laws, and policies governing J-1 programs, including all evaluation requirements.
- Safeguard that all requirements of the Student and Exchange Visitor Information System (SEVIS) are met.
- Communicate with government agencies, including but not limited to reviewing and submitting related program information upon request.
- Maintain a robust system for program arrival validation, participant check-ins, and incident reporting.
- Write and submit regulatory annual report to the Department of State for the J-1 program.
- Provide training and support to staff and external users on the various databases. Collect and manage data necessary for regulatory reporting. Prepare statistical reports on the program.
- Represent the Council and participate in regional, state, and national organizations and conferences as appropriate.
- Responsible for requesting the re-designation of the J-1 program, bi-annually.
- Take the lead in U.S. State Department exchange program management reviews.
- Create and nurture collaborative relationships with staff members within the Council and with external organizations and act as partner/member in creating cohesive teams.
- Perform other duties as assigned.
- Bachelor’s degree and at least six years’ experience in a management role as it related to administration and program oversight and development.
- Apt in relating to international population from a diverse ethnic and cultural background
- Ability to obtain and maintain SEVIS certification
- Knowledge of and experience in J-1 regulations for exchange visitor programs preferred, but not essential.
- The candidate must have extensive process and/or operations management experience. The candidate must have supervisory experience. Direct experience managing a sponsor program is a plus.
- U.S. citizenship or lawful permanent resident (per U.S. State Department regulations).
- International study, work and/or extensive travel experience is preferred.
- Fluency in English and at least one additional language is preferred.
